If you hold a Balochistan local or domicile certificate, your path to a government MBBS or BDS seat runs through four public colleges: Bolan Medical College in Quetta and the three newer colleges in Khuzdar, Loralai and Turbat. Seats are shared out by district and division, so a student from Chagai or Washuk competes with students from her own district, not with all of Quetta.
Many students search for "BUMHS admission", so let us be clear about who does what. Bolan University of Medical and Health Sciences (BUMHS), Quetta, conducts the MDCAT in Balochistan and holds the professional exams of these colleges. The MBBS and BDS admission itself is run under the Government of Balochistan's prospectus: Bolan Medical College (BMC) takes the applications and publishes the lists, and a provincial Selection Committee, chaired by the Secretary Health and including the Vice Chancellor of BUMHS, makes the final selection. This guide is built on that official prospectus for session 2025-26, BMC's admission notices and selection lists, and BUMHS's MDCAT notices.
The short answer: Balochistan's government colleges offer 470 MBBS seats (BMC 320, and 50 each at Jhalawan, Loralai and Mekran medical colleges) and 54 BDS seats at Bolan Dental Section, plus 36 MBBS and 4 BDS seats for Balochistan students in other provinces. You need a local or domicile certificate of a Balochistan district, an MDCAT pass of 55% for MBBS or 50% for BDS and, under the 2025-26 notice, 65% in FSc. Merit is 10% Matric + 40% FSc + 50% MDCAT. Most seats are district seats: BMC alone splits 227 MBBS seats across the 35 districts. You apply online on bmc.edu.pk and submit the printed form at BMC.

Who runs MBBS and BDS admission in Balochistan
| Body | Its role |
|---|---|
| BUMHS, Quetta (bumhs.edu.pk) | Conducts the MDCAT in Balochistan and holds the MBBS and BDS professional exams |
| Bolan Medical College (bmc.edu.pk) | Invites applications, runs the online form, displays merit and selection lists; the Principal is the Selection Committee's member-secretary |
| Provincial Selection Committee | Chaired by the Secretary Health; members include the Vice Chancellor of BUMHS and the four principals. "No candidate shall be given admission if he/she has not been recommended by the Selection Committee." |
| District interview committees | Chaired by each Deputy Commissioner, with NADRA and health officials; they check your local or domicile and educational documents in person |
BUMHS said this in its own notice after MDCAT 2024: the results "have also been shared with the concerned authorized department for the purpose of preparing the merit list". In years before that, BUMHS ran centralised admissions itself (its 2021-22 advertisement called it the "Admitting University" for Balochistan). So if you read an old guide that sends you to the BUMHS portal for MBBS admission, check BMC's site for the current notice.
Colleges and seats
| College | City | MBBS | BDS |
|---|---|---|---|
| Bolan Medical College (with Bolan Dental Section) | Quetta | 320 | 54 |
| Jhalawan Medical College (JMC) | Khuzdar | 50 | 0 |
| Loralai Medical College (LMC) | Loralai | 50 | 0 |
| Mekran Medical College (MMC) | Turbat | 50 | 0 |
| Goodwill and reciprocal seats in other provinces | Punjab, Sindh, AJK | 36 | 4 |
One thing in the prospectus does not add up: it opens by saying "the total number of MBBS seats during the academic session 2025-2026 shall be 336", but its own table for BMC alone totals 320, before the 150 seats of the three newer colleges. We print the seat tables, which are what the lists follow. The BDS total of 58 does add up: 54 in Quetta plus 4 in Sindh.
How BMC's 320 MBBS seats are split
| Seat category | Seats |
|---|---|
| District merit (35 districts) | 227 |
| Provincial merit (open to all Balochistan) | 17 |
| Divisional merit (2 for each of 8 divisions) | 16 |
| Disabled students of Balochistan (1 per division) | 8 |
| Minority communities of Balochistan (1 per division) | 8 |
| HEC seats for Balochistan students (HEC nominates) | 10 |
| HEC seats for ex-FATA students (HEC nominates) | 10 |
| Ex-FATA (nominated by ex-FATA authorities) | 7 |
| Azad Jammu and Kashmir, and Indian-occupied Kashmir | 6 + 2 |
| Gilgit-Baltistan | 1 |
| Reciprocal seats for Punjab and Sindh students | 4 + 4 |
| Total | 320 |
BMC also has 18 seats "over and above" for foreign nationals nominated by the Economic Affairs Division. If no nominee comes, those seats are abolished. HEC here is the Higher Education Commission.
The district quota, explained
Balochistan's prospectus shares out seats at three levels: provincial (anyone in the province), divisional (one of the eight divisions) and district (your own district). You can be considered at all three levels, in the order the prospectus sets.

- BMC, 227 district seats: "Two seats have been fixed for each district on equity basis irrespective of population", and the rest go by each district's share of the population. Quetta Rural has 16, Quetta Urban 15, Kech 14, Khuzdar and Pishin 12 each. Harnai has 3.
- JMC, LMC and MMC: each has one district seat for every one of the 35 districts, plus extra seats for its host district (3 for Khuzdar and Loralai, 2 for Kech) and host division (3, or 2 for Mekran), one divisional seat for each of the other seven divisions, one disabled seat and one minority seat.
- Mekran Medical College also keeps 2 seats for Baloch students with dual nationality in Gulf countries and Iran. If they stay empty, they go to Mekran division candidates.
- BDS at Bolan Dental Section: one district seat for each of the 35 districts, 8 divisional seats (one per division), 5 provincial seats, 1 disabled and 1 minority seat, and 4 HEC seats (2 for Balochistan, 2 for ex-FATA).
What happens to empty district seats
An unclaimed district seat goes to candidates of the same division. If nobody eligible is left in the division, it goes to provincial merit "within two weeks after announcement / declaration of final list of selection". Minority seats are different: an unfilled minority seat is not moved to open merit or to another district.
The eight divisions
Divisional seats are spread equally across Kalat, Loralai, Mekran, Naseerabad, Quetta, Rakhshan, Sibi and Zhob. At BMC each division gets 2 divisional merit seats, 1 disabled seat and 1 minority seat.
Seats for Balochistan students outside Balochistan
The prospectus lists 36 MBBS seats (26 goodwill and 10 reciprocal) in colleges of Punjab, Sindh and Azad Jammu and Kashmir, filled on divisional merit: 24 in Punjab (three of them only for girls at Fatima Jinnah Medical University, Lahore), 6 in Sindh (Dow University 1, Jinnah Sindh Medical University 1, Liaquat University Jamshoro 4) and 6 in AJK. There are also 4 BDS seats in Sindh, 2 at Dow and 2 at Liaquat. Sindh's own prospectus lists the same Balochistan seats on its side.
Separately, the University of Health Sciences (UHS), Lahore runs its own quota admission for Balochistan goodwill and HEC scholarship seats in Punjab; see our guide to UHS quota seats for other provinces. In Khyber Pakhtunkhwa there are HEC project seats for Balochistan and Merged Districts students, applied for through HEC; see KMU reserved and quota seats.
Eligibility

| Requirement | What Balochistan's 2025-26 documents say |
|---|---|
| Residence | Local or domicile certificate of a Balochistan district, issued by the district authorities. If you do not have one, your father's or mother's with your name recorded on it. |
| Matric | Science group |
| FSc pre-medical | At least 65%, or an equivalent with an IBCC certificate |
| MDCAT for MBBS | At least 55% (99 out of 180) |
| MDCAT for BDS | At least 50% (90 out of 180) |
| Which MDCAT | MDCAT 2024 or 2025 (2025-26 admission notice) |
Two points the documents leave unclear. First, Balochistan's prospectus and its admission notice of 18 December 2025 both ask for 65% in FSc, while the Pakistan Medical and Dental Council (PM&DC) set the national minimum at 60% in a notification of 31 October 2025 (Sindh cut its own requirement to 60% because of it). The prospectus also says any PM&DC decision "will strictly be followed". Second, the prospectus speaks of candidates who "freshly qualified MDCAT Result of 2025", but BMC's admission notice accepts MDCAT 2024 and 2025. Go by the newest notice for your session, and ask BMC's admission branch if your case falls in the gap.
The one-domicile rule
If you, your father or your mother is found holding two local or domicile certificates, you are not considered for any seat, unless you submit an affidavit that one was cancelled before you applied. The Selection Committee can debar such a candidate for up to three academic sessions. Fake documents mean cancellation, loss of all fees and a three-session ban.
The merit formula

The prospectus calculates merit as "an Aggregate of the exams qualified by the candidate": Matric 10%, HSSC pre-medical 40% and MDCAT 50%. For example, a student with Matric 950/1100, FSc 980/1100 and MDCAT 150/180 has:
- Matric: 950 ÷ 1100 × 100 × 0.10 = 8.636
- FSc: 980 ÷ 1100 × 100 × 0.40 = 35.636
- MDCAT: 150 ÷ 180 × 100 × 0.50 = 41.667
- Aggregate = 85.939%
BMC's selection lists show this "Final Score" to four decimal places. Work out yours with the Balochistan merit calculator, and see the method in the MDCAT aggregate formula.
Ties: the prospectus is not consistent. One clause ranks the student with higher MDCAT marks first, then higher FSc marks, then age. A later clause says that when two candidates have exactly the same percentage, "the one senior in age will be given preference". Ties to four decimals are rare, but now you know both rules exist.
The order of selection
The Selection Committee fills seats in a fixed order, starting with your first college preference: provincial MBBS seats at BMC (and the three girls' seats at Fatima Jinnah Medical University), then divisional seats in Punjab, Sindh, AJK and Balochistan's colleges, then divisional seats at BMC, divisional seats at JMC, LMC and MMC, then district seats, then disabled and minority seats, and finally BDS seats in the same provincial, divisional, district order. If you apply for both MBBS and BDS, you mark which you prefer. MBBS and BDS seats cannot be swapped later.
How to apply, step by step
- Register on bmc.edu.pk with your email and a password. A PIN code is emailed to you for the first login.
- Fill your profile: name, domicile, marks, photograph, and any reserved category (disabled, minority, overseas or dual nationality).
- List your college preferences carefully. "The order of preferences of colleges once given shall be final and cannot be changed."
- Click "SAVE & SUBMIT" when everything is right; after that you cannot edit. Print the copy marked "Final Copy" with its bank challan.
- Pay the form fee at National Bank of Pakistan. In 2025-26 it was Rs 5,000 into the Principal BMC's account.
- Submit the printed form, challan copy and documents at BMC's admission branch before the last date.
- Appear before your district's interview committee in person, with your originals, when called.
- Check the provisional merit list and object within 48 hours, with documentary proof, if something is wrong.
- Join within the deadline if selected, by depositing the fee at your college. BMC's first 2025-26 list gave selected students ten working days to report.
Documents to attach
- Matric and FSc detailed marks certificates and certificates (3 attested copies each), or IBCC equivalence for O and A levels
- MDCAT result (3 copies)
- Local or domicile certificate (the 2025-26 notice asked for 6 copies, the prospectus for 8)
- Your CNIC, or B-Form if under 18, and your father's CNIC
- Affidavit on non-judicial stamp paper that you (or your parent) hold only one local or domicile certificate
- Character certificate from your last institution and recent passport-size photographs
- Disability certificate from the Standing Medical Board, Government of Balochistan, if applying on a disabled seat
All copies must be attested by a gazetted officer. Revised or improved marks declared after the closing date are not accepted for that session.
Fees and the service bond
| Fee in government colleges | Amount |
|---|---|
| First year: admission fee | Rs 5,000 |
| First year: academic fee | Rs 5,000 |
| First year: welfare fund | Rs 20,000 |
| First year: PM&DC student registration | Rs 7,000 |
| First-year total | Rs 37,000 |
| Each later year (academic Rs 2,500 + welfare Rs 2,500) | Rs 5,000 |
That makes Balochistan's government colleges very cheap. The obligations are the bigger commitment:
- A Rs 3 million surety bond. Every student signs a bond to serve the Health Department as a probationary Medical Officer or Lady Medical Officer in primary healthcare for one year after house job. Breaking it means paying Rs 3 million.
- A Rs 200,000 fine if you leave on your own to join another institution more than 30 days after the session starts.
- Refunds: leave within fifteen working days of classes starting and you get all fees back except the one-time admission fee.
The admission timeline

| Step | Session 2025-26 |
|---|---|
| Admission notice by Principal BMC | 18 December 2025 |
| Forms submitted at BMC | 19 to 31 December 2025, extended to 2 January 2026 (5 pm) |
| First list of successful candidates | 24 March 2026 |
| Joining reports (extended) | Until 6 April 2026 |
| Second merit list | 30 April 2026 |
| Third merit list | 15 June 2026 |
For session 2026-27, BUMHS has held MDCAT 2026, published the result and answer keys, and took grievances until 5 October 2026. When we checked in October 2026, the 2026-27 admission notice and prospectus had not yet appeared on bmc.edu.pk. Last year the notice came in mid-December, so keep checking BMC's site after the MDCAT results. For national MDCAT dates, see MDCAT date and registration.
Closing merit from BMC's official list
BMC publishes its selection lists with every selected student's final score and allocated seat, so the last score on each seat is official. These figures are from the first list of successful candidates for session 2025-26, dated 24 March 2026, for Bolan Medical College MBBS seats:

| BMC MBBS seat (first list, 2025-26) | Seats | Last selected score |
|---|---|---|
| Highest score on the list | Not a seat type | 93.2394 |
| Provincial merit | 17 | 89.4646 |
| Kech district | 14 | 86.2687 |
| Pishin district | 12 | 85.8313 |
| Quetta Urban district | 15 | 85.5010 |
| Khuzdar district | 12 | 83.0182 |
| Quetta Rural district | 16 | 81.9788 |
| Lasbella district | 9 | 80.6293 |
| Chagai district | 5 | 78.3808 |
Read these with two cautions. They are from the first list; BMC published a second list on 30 April and a third on 15 June 2026 to fill seats that fell vacant, so the final closing on some seats may be lower. And three Gwadar district seats were marked "Result Later on" in the first list. The lesson is still clear: your district matters as much as your score, so know your district's numbers. For other provinces' closing merit, see MDCAT closing merit.
