Every admission season, some students open KMU's merit list and find a problem: marks entered wrongly, the wrong category, a name missing, or a decision they believe is unfair. What happens next depends on how fast they act and whether they go to the right office. Some fix the problem in a day. Others wait, miss a three-working-day window, and lose the chance completely.

This guide explains exactly how objections and appeals work for MBBS and BDS admissions to Khyber Pakhtunkhwa's public sector colleges, using KMU's latest admission policy, published on the KMU admission portal. It covers who decides what, the deadlines, the separate routes for Merged Districts and special-ability seats, what can and cannot be fixed, and how to write an objection that gets read.

The short answer: if a merit list is wrong, submit a written objection to the Chairman of the KMU Admission Committee (KMU-AC) straight away. Errors can be corrected only before the placement interviews, and the final merit list comes out two days before interviews. KMU-AC decides all admission cases. You can challenge its decision before the Appellate KMU Admission Committee, chaired by KMU's Vice Chancellor. A last review before the Chairman of the Provincial Admission Committee (PAC) must be filed within three working days after the final selection, and the PAC's decision is final. Merged Districts and special-ability seats have their own routes.

KMU admission objection and appeal ladder. Step 1: written objection to the Chairman KMU Admission Committee about any error or omission in the merit list, before placement interviews; the final merit list is displayed two days before interviews. Step 2: KMU Admission Committee decides all admission cases. Step 3: complaints against its decisions go to the Appellate KMU Admission Committee, chaired by the Vice Chancellor. Step 4: review before the Chairman Provincial Admission Committee within three working days after the final selection; the PAC's decision is final
The four steps, from a written objection to the Provincial Admission Committee's final decision.

Who decides what: the committees in KMU's policy

KMU's policy sets up several committees. Knowing which one handles your problem saves days. The policy names members by office, and the people in those offices change, so here they are by role.

CommitteeWho sits on it (by office)What it does
Provincial Admission Committee (PAC)KMU's Vice Chancellor (chairman), a nominee of the Secretary Health KP, a nominee of the President PM&DC, the dean of a medical college and the dean of a dental college nominated by the Vice Chancellor, KMU's Registrar, the Convener of KMU-AC, and KMU's Director Admissions (member/secretary)Oversees and monitors the whole admission process; its chairman hears the final review
KMU Admission Committee (KMU-AC)KMU's Convener Admissions (chairman), the dean of one public medical or dental college or a nominee, KMU's Director Admissions, Additional Director IT, Additional Director Admissions and Deputy Director Admissions (member/secretary)Decides all admission cases, displays merit lists, hears objections and holds placement interviews
Appellate KMU Admission CommitteeKMU's Vice Chancellor (chairman), KMU's Registrar, KMU's Director ORIC, and an Assistant Director Admissions (member/secretary)Hears complaints and grievances against KMU-AC's decisions
Joint Admission Committee for ex-FATA seatsThe Convener of KMU-AC, an Additional Secretary of the Home & Tribal Affairs Department or nominee, and KMU's admissions officersTakes part when the Merged Districts merit list is finalised
KMU Scrutiny CommitteeRepresentatives of the public medical and dental colleges and KMU staff, set up by the Chairman KMU-ACChecks the documents of every candidate who applied online
Institutional Admission Committee (IAC)The college's principal or dean (chairperson), the vice-principal or a senior faculty member, and a faculty member nominated by the academic councilCarries out KMU-AC and PAC decisions at the college, reports irregularities to the PAC and lists vacant seats
Medical Board and Appellate Medical BoardSpecialists (medical, surgical, ENT, eye, orthopaedic, psychiatry); the appellate board is made up of serving or retired professors of the relevant specialtiesDecide the suitability of candidates for special-ability seats
Who decides what in KMU admissions. Provincial Admission Committee, chaired by KMU's Vice Chancellor: oversees the whole process and its chairman hears the final review. KMU Admission Committee, chaired by the Convener Admissions: decides all admission cases, merit lists, objections and placement interviews. Appellate KMU Admission Committee, chaired by the Vice Chancellor: hears complaints against KMU-AC. Joint Admission Committee for ex-FATA seats: Merged Districts merit list. Scrutiny Committee: checks documents. Institutional Admission Committee at each college: carries out decisions and lists vacant seats. Medical Board and Appellate Medical Board: special-ability seats
Seven committees, each with a different job.

Step 1: Object to an error in the merit list

After applications close, KMU-AC "will display a merit list for each category of candidates." This is your first and best chance to fix a problem. The policy says:

"Objection, if any, be submitted in writing to the Chairman KMU-AC who will be competent to rectify any error or omission before the interviews for placement are held. The final merit list will be displayed two days before the start of interviews."

Three things stand out:

  • In writing. A phone call or a word at the counter is not an objection. Put it on paper (or in the format KMU's notice asks for) and keep a copy.
  • To the Chairman KMU-AC. Not to your college, and not to the Vice Chancellor at this stage.
  • Before the placement interviews. The Chairman can correct "any error or omission" only until then. The final merit list appears two days before interviews, so check the first list the day it is posted.

Typical problems worth an objection: your marks entered wrongly, an aggregate that doesn't match your own calculation, the wrong category, your name missing from a category you applied for, or a wrong date of birth (which matters in ties, because the older candidate is placed higher). Check your aggregate first with our aggregate calculator, and read how KMU merit lists work so you know what you are checking.

Step 2: KMU-AC decides all admission cases

The policy makes KMU-AC the main decision-maker: "KMU-AC shall decide all cases related to admission." It finalises admissions to all provincial seats "strictly on the basis of merit-cum-choice", runs the placement interviews and fills vacant seats through upgrades and the waiting list.

Step 3: Appeal to the Appellate KMU Admission Committee

If you disagree with KMU-AC's decision, the policy gives you a higher forum: "any complaints/grievances against the decisions made by KMU-AC, may be challenged in Appellate KMU-Admission Committee." The appellate committee is chaired by KMU's Vice Chancellor. The policy does not set a separate deadline for this step, so file as soon as you have KMU-AC's decision; the final review deadline below runs from the final selection, not from the appellate decision.

Step 4: Review before the Chairman PAC (three working days)

This is the last step, and it has the tightest deadline in the process:

"Review against the decision of the Appellate KMU-AC can be filed before the chairman PAC within 03 working days after the final selection. The decision of the PAC shall stand final."

Three working days pass quickly, especially with a weekend or a public holiday in between. Count working days, not calendar days, and file on the first day if you can. After the PAC decides, there is no further appeal within KMU's process.

What an objection or appeal can and cannot fix in KMU admissions. Can be fixed: errors or omissions in the merit list, such as wrong marks, wrong category or a missing name, if raised before placement interviews; a decision of KMU-AC, through the Appellate Committee and then the Chairman PAC. Cannot be fixed: documents already submitted on the portal, certificates issued after the closing date, revised or improved results declared after the closing date, a form submitted after the due date, a college you did not list, a college you refused, a seat lost by not paying the fee within the deadline, and false documents
Know what an objection can change before you file one.

What an objection or appeal can and cannot fix

An appeal can correct a mistake. It cannot override the rules you agreed to when you applied. These are the limits the policy sets:

ProblemCan it be fixed? What the policy says
Wrong marks, category or a missing name in the merit listYes, before placement interviewsThe Chairman KMU-AC "will be competent to rectify any error or omission before the interviews for placement are held"
A document you uploaded is wrongNoCertificates "once submitted in the online Admission portal cannot be changed and shall be considered as final"
A certificate dated after the closing dateNo"Any certificate issued after the closing date for admission, shall not be considered for the purpose of calculation of merit"
Improved or revised marks declared after the closing dateNoThe policy treats revision of result or improvement declared after the closing date the same way
Form submitted lateNo"No admission form will be accepted after the due date for submission of forms"
A college you did not listNo"If a college is not mentioned in his/her preferences, admission shall not be offered in that particular college"
A college you refusedNo"Down-gradation to an institute which was already refused shall not be allowed"
Fee not paid within three working daysNoAdmission "shall stand cancelled" and the candidate has "no vested right of admission in that year on that particular seat"
A false or forged documentNoAdmission cancelled, blacklisting from professional colleges of KP, and possible legal action

Most of these are decided long before the merit lists, at the application stage. Our KMU documents checklist helps you get them right the first time.

Merged Districts seats: a separate route

Merged Districts (ex-FATA) seats are handled jointly with the Home & Tribal Affairs Department, so their objections and appeals follow a different path:

  • KMU-AC finalises the Merged Districts merit list "on the basis of criteria laid down jointly by the KMU-AC and Home& Tribal Affairs Department/MDs", and representatives of the department sit on the Joint Admission Committee when the list is finalised.
  • Final selections are notified by the Home & Tribal Affairs Department/MDs, not by KMU alone.
  • "Appeal against the decision of KMU for admission on MDs reserved seats can be made to the appellate committee."
  • The policy adds that the "Right of appeal against the decision of KMU-AC or any of sub committees in case of process of admission on MDs reserve seats shall vest in the MDs Secretariat."

If your problem is about domicile verification, remember that the Home & Tribal Affairs Department checks Merged Districts documents, "especially the domicile", from the photocopy you submit to it. Keep the receipt for that submission. Full details are in our guide to KMU Merged Districts seats.

Special-ability seats: the Medical Board route

For seats reserved for candidates with special abilities, a Medical Board constituted by the Chairman KMU-AC "will make final decision about the suitability of the candidate for admission against the reserved seats." The policy then describes two routes for disagreeing, in two different sections:

  • Appellate Medical Board: "The Appellate Board will comprise of the serving / retired Professors of all the concerned specialties and will be constituted by the Chairman KMU Admission Committee. The decision of the Appellate Medical Board shall be final, after approval of Chairman KMU Admission Committee."
  • Appeal to the Chairman PAC: "Candidates shall have the right to appeal against the decisions made by the Medical Board of KMU to the 'Chairman PAC'. However, the decision made by Chairman PAC shall be final."

The policy doesn't say how these two routes fit together. If the Medical Board's decision goes against you, write to the Chairman KMU-AC the same day, ask which route applies and by when, and keep copies of your medical records and every letter. See our guide to KMU special-ability seats.

Special appeal routes in KMU admissions. Merged Districts seats: merit list finalised by KMU-AC with the Joint Admission Committee and the Home and Tribal Affairs Department; selection notified by Home and Tribal Affairs; appeal to the appellate committee; right of appeal vests in the MDs Secretariat. Special-ability seats: the KMU Medical Board decides suitability; Appellate Medical Board of professors, final after approval of the Chairman KMU-AC; appeal to the Chairman PAC, whose decision is final
Merged Districts and special-ability seats have their own appeal routes.

How to write an objection that gets read

A clear, complete objection is decided faster. Keep it to one page and include:

  1. Your identity: full name, father's name, CNIC or Form B number, and your KMU application or roll number.
  2. Your category and programme: for example, open merit MBBS, or Merged Districts BDS.
  3. The exact error: what the list shows and what it should show, with numbers.
  4. Your evidence: attested copies of the DMC, domicile or other document that proves it, the same ones you uploaded.
  5. What you are asking for: correction of the entry before the placement interviews.
  6. Your contact details: phone numbers and email that work, as the policy asks.

Here is a simple format you can adapt:

To the Chairman, KMU Admission Committee, Khyber Medical University, Peshawar. Subject: Objection to the merit list, [category], [MBBS/BDS]. I, [name], son/daughter of [father's name], CNIC/Form B [number], application number [number], applied for [category]. In the merit list displayed on [date], my [FSc marks / category / name] is shown as [what the list shows]. The correct entry is [correct entry], as shown in the attached [document]. I request that this error be corrected before the placement interviews. Contact: [phone], [email]. Signature and date.

Before you submit, make two copies: one for your file and one to get stamped or receipted when you hand it in, if KMU's process allows. Note the date and time. If KMU's admission notice gives an online objection method or an email address, follow that notice exactly; the policy sets the rule (in writing, to the Chairman KMU-AC), and KMU's notice sets the method for the year.

Costs, litigation and why honesty matters

KMU's policy makes the university responsible for court cases about admissions: litigation on any category of seats "shall be the sole responsibility of KMU", which pays the advocate. But it also protects KMU from cases built on a candidate's own mistake or dishonesty:

  • "Any cost of litigation accrued by the KMU-AC /college(s) on account of law where the fault of the candidate is proved shall have to be paid by the candidate or his/her parent/guardian."
  • All admissions are provisional, and documents can be verified at any stage of the course.
  • The principal can remove a student from the college roll if incorrect data was given at admission, and the policy says "No show cause notice will be necessary for any action under this rule."

In short: appeal when KMU has made a mistake, with evidence. An appeal built on a wrong or false document can cost you the seat and the legal bills.

Our checklist for the merit list days

  • Check every merit list on KMU's website the day it is posted. The policy says the KMU admission schedule is advertised in newspapers, on the website and on its Facebook page.
  • Recalculate your aggregate and confirm your category and date of birth.
  • Object in writing to the Chairman KMU-AC immediately; don't wait for the final list.
  • Keep originals, copies and receipts in one folder.
  • If you are selected, pay within three working days, even while an objection about a higher college is pending. Upgrades keep your fee.
  • Note the date of the final selection, and count three working days for any review before the Chairman PAC.

The full sequence of dates is in our KMU admission schedule.

Frequently asked questions

Where do I submit an objection to a KMU merit list?

In writing to the Chairman of the KMU Admission Committee. The policy says the Chairman can correct any error or omission before the placement interviews, so submit it as soon as you see the problem.

Is there a deadline for objections?

Errors can be corrected only before the placement interviews. The final merit list is displayed two days before interviews start, so object to the first list the day it appears.

Who hears appeals against KMU-AC's decisions?

The Appellate KMU Admission Committee, chaired by KMU's Vice Chancellor. A review against its decision can then be filed before the Chairman of the Provincial Admission Committee.

How long do I have to file a review before the Chairman PAC?

Three working days after the final selection. The PAC's decision is final.

Can I change a wrong document after submitting my KMU form?

No. The policy says documents once submitted on the online portal cannot be changed and are treated as final. An objection can correct KMU's mistakes, not errors in your own uploads.

How do appeals work for Merged Districts seats?

Appeals against KMU's decisions on Merged Districts seats go to the appellate committee, and the policy says the right of appeal in that process vests in the MDs Secretariat. Final selections are notified by the Home & Tribal Affairs Department.

What if the Medical Board rejects me for a special-ability seat?

The policy mentions an Appellate Medical Board, whose decision is final after approval by the Chairman KMU-AC, and an appeal to the Chairman PAC. Ask the Chairman KMU-AC in writing which route applies to you and by when.

Do I have to pay if I take KMU to court?

KMU handles admission litigation itself, but if the candidate is proved to be at fault, the candidate or their parent or guardian must pay the litigation costs.

The best appeal is the one you never need: a correct application and an aggregate that leaves room to spare.
