Getting your name on a KMU merit list feels like the finish line. It isn't quite. Khyber Medical University's admission policy keeps working after you are offered a seat. It sets deadlines for your fee, checks your documents and your health, binds your family to an undertaking, and lists the things that can still cost you the seat in your first weeks, or even years later.
This guide covers every rule in KMU's latest admission policy for public sector medical and dental colleges that applies after you are admitted to an MBBS or BDS seat in Khyber Pakhtunkhwa. It is written for new first-year students and their parents, and we quote the policy word for word wherever a rule could cost you your seat or money.
The short answer: every KMU admission is provisional until your documents are verified, and they can be checked at any stage of the degree. Pay your fee within three working days, pass the college medical board, and make sure your father or guardian signs the undertaking, which makes them liable for Rs 1,00,000 per year of study if it is broken. Never stay away from classes for four continuous weeks at the start of first year. Fees are not refunded if you are expelled, leave or are found to have false documents. Some seats carry extra commitments: a five-year bond for backward area seats, the foreign fee for foreign self-finance seats, and category-wise migration only after the 2nd Professional (MBBS) or 1st Professional (BDS).

Step 1: Pay the fee within three working days
The first rule after selection is the tightest one. The policy says that if candidates fail "to deposit the prescribed admission fee within three working days of receipt of Admission offer letter, their admissions shall stand cancelled and such candidates shall have no vested right of admission in that year on that particular seat in that particular institute." Another clause words it as "within three working days of placement interview or as otherwise mentioned in the office order for admission". Either way, have the first-year fee ready before your interview.
The fee goes into a central account of KMU, not to the college. KMU then transfers it to your college "within 30 days of the display of 3rd or final merit list." If you are upgraded to a college higher on your preference list in a later merit list, the fee you paid moves with you "without any deduction". Our guide to KMU merit lists, upgrades and the waiting list explains this in detail, and the amounts are in our KMU fee structure guide.

Step 2: The placement interview and your original documents
At the placement interview, KMU's Admission Committee places you on merit-cum-choice. Two rules matter here:
- A parent must come with you. "The parent(s) or legal guardians must accompany all the candidates at the time of placement interview."
- Bring every original. "Selected candidates shall have to submit all original certificates at the time of interviews/admission. The original documents of the selected candidates will be retained by the College concerned and will be returned on leaving the Institution." Make attested photocopies of everything for your own records before you hand them over.
You also submit a migration certificate from your board at the college that admits you; it is not needed with the online form. Every document is listed in our KMU admission documents checklist.
Step 3: The college medical board
Your health is checked twice in the policy. First, at admission: "The Medical Board of the respective medical colleges will examine selected candidates. If a candidate is disqualified medically, he/she will not be admitted." Second, throughout the course: one of the grounds for cancelling an admission is that "The candidate is found medically unfit at any stage of MBBS/BDS course." The policy does not list the medical standards, so if you have a health condition, keep your medical records with you and ask your college what the board checks.
Candidates admitted on seats for students with special abilities are examined by KMU's own Medical Board before selection. See our guide to KMU special ability seats.
Step 4: The undertaking your father or guardian signs
The policy prints an undertaking "to be filled by father/guardian of the candidate" and submitted to the college. Read it carefully, because it carries real money and real limits:
"I also make myself liable to pay Rs. 1,00,000 (One hundred thousand) per year of his/her study in the college in case of any breach of the above mentioned undertaking by my son/daughter/ward"
"[…] assure that my son/daughter/ward will not indulge in politics of any type and will not be a member of any political party/ organization/students Federation nor will he/she attend any meeting which may result into his/her expulsion from the college, and that the decision of the Principal in this regard will be final."
In plain words:
- Your father or guardian endorses the undertaking you give as a student and promises you will follow it while at the college. The policy refers to the student's own undertaking but does not print it, so read the version your college gives you.
- If you breach it, your father or guardian is liable to pay Rs 1,00,000 for each year of your study.
- You must stay out of politics, not join any political party, organisation or students' federation, and not attend meetings that could lead to expulsion. The Principal's decision is final.
- Two witnesses sign it, with their CNIC numbers and addresses, and it must be attested by a Deputy Commissioner or First Class Magistrate.
Book the attestation early. Doing it on the day of joining, alongside fees and hostel forms, is stressful.
Step 5: Join on time, and never miss four weeks in a row
The date classes start is not fixed in the policy: "Date for the commencement of classes shall be notified by the admitting university (KMU)." Once it is announced, one rule matters more than any other in first year:
"A student who is admitted to the first year MBBS/BDS class of the Khyber Pakhtunkhwa Medical & Dental Colleges but is continuously absent from the beginning of the academic session for a period of four weeks without any valid reason shall be struck off from the college roll and his/her seat will be filled on the basis of merit from the waiting list."
Note the three conditions: absent from the beginning of the session, for four continuous weeks, without a valid reason. If you have a genuine reason, such as illness, inform your college in writing straight away and keep proof.
Your admission stays provisional
Being admitted is not the end of checks. The policy is direct: "All admissions will be provisional. All certificates or any other documents submitted with the application form will be subject to verification by the respective colleges." Colleges must verify each student's Matric and HSSC (or equivalent) credentials and submit a certificate to KMU "within 30 days after completion of admissions for onward submission to PM&DC". The final verified list is then sent to PM&DC through its online portal "within sixty days of the completion of the admissions".
The grounds for cancelling an admission
Under the heading "Admission of the candidate will be cancelled if", the policy lists these reasons:
- It is found at any stage of MBBS or BDS that the candidate was not entitled to admission under the policy.
- The candidate is found medically unfit at any stage of the course.
- The candidate fails to report for admission and fails to deposit the fee on the due date.
- Any document or information given by the candidate is found false, fake or fabricated at any stage, in a way that would have made them ineligible.
- It is found that the candidate was not entitled to admission ahead of other candidates who applied.
The same section adds a sixth item, which is a duty on colleges rather than a ground: every college must verify its students' credentials and certify them to KMU within 30 days. Separately, the four-week absence rule above also removes a student from the roll.

If wrong information was given
The policy gives colleges strong powers when the data at admission was wrong:
- Expulsion at any time. "The Principal can expel a student from the college roll at any time during the course of his/her study if incorrect or wrong data had been submitted by such a candidate/ parent/ guardian at the time of admission rendering him/her ineligible for admission under the rules."
- No show-cause notice. "No show cause notice will be necessary for any action under this rule, nor would the Government, the Principal or any other authority be liable for damages for any action taken under this rule."
- Blacklisting and legal action. If any document is found false or fabricated, "the admission will be cancelled, he/she shall be blacklisted for admission to any professional colleges in Khyber Pakhtunkhwa. Further legal action can be taken against the student under the existing criminal laws."
- Legal costs. "Any cost of litigation accrued by the KMU-AC /college(s) on account of law where the fault of the candidate is proved shall have to be paid by the candidate or his/her parent/guardian."
Money: when fees are and are not refunded

| Situation | What happens to your fee |
|---|---|
| Admission cancelled for forged documents | Not refunded |
| Rusticated, expelled or removed from the roll for any reason | Not refunded |
| You willingly discontinue your studies | Not refunded |
| Leaving for a college in another province or country | Not refunded; any scholarship recovered; undertaking penalty enforced |
| Resigning or withdrawing admission | Pay the college's prescribed penalty before leaving |
| Migrating to another college partway through a session | Refund in proportion to the rest of the session |
| Upgraded during the merit lists | Moves to the new college without deduction |
The policy's general notes also say: "The admission fee submitted by the candidate to KMU shall be forfeited in favor of the University and will not be refunded to the candidate as a penalty." It does not spell out other cases for that rule, so treat the admission fee as non-refundable. The fee itself can change during your degree: "Revised fees structure will be applicable to all the candidates from time to time."
Leaving or changing college
Leaving in first year for another province or country
The policy allows this only in a narrow window: a candidate admitted to a KP public college "may be allowed to leave for another Medical/ Dental College in other province/ country provided he/she applies for this purpose before the closing date of admission". It adds that "Those admitted in previous year(s) will not be allowed to do so", that the fee is not refunded and any scholarship is recovered, and that "The undertaking given by the candidate on account of financial penalty shall also be enforced."
Resigning or withdrawing
"If a student already admitted in MBBS or BDS resigned/withdrawn their admission shall pay the prescribed penalty to the respective college before leaving the college." The policy does not state the amount; ask your college.
Migrating later
Migration between colleges is allowed "only after passing 2nd Professional in MBBS and 1st Professional in BDS examination", only into a vacant seat of the same category you were admitted in, and never from a private college to a public one. The full rules and fees are in our KMU migration policy guide.
Commitments that depend on your seat

| Seat | Commitment after admission |
|---|---|
| Backward area seats | Surety bond of at least five years to serve in your home district; breaking it means paying "an amount equal to self-finance seat, with compounding interest rate", recoverable as arrears of land revenue |
| Foreign self-finance (FSF) | Complete the whole degree in the FSF category and pay the foreign fee "regardless of any change in status" |
| Merged Districts reserved seats | If you are nominated and don't take up the seat, inform the nominating agency immediately, or face debarment of one or two years from future reserved-seat selection |
| Every seat | Father's or guardian's undertaking; category-wise migration only; revised fees may apply |
More detail is in our guides to KP backward area seats, KMU foreign self-finance seats and Merged Districts seats.
Our advice for your first year
- Keep a file. Copies of every certificate, your fee challans, the undertaking and any letters from the college.
- Read what you sign. The undertaking and any bond bind your family financially for years.
- Tell the college in writing if you will miss classes for a valid reason.
- Think before you resign. Fees are not refunded, and leaving for another province is only possible before the closing date of admission.
- Know your seat category. It decides your fee, your migration options and any bond.
Frequently asked questions
Is my KMU admission final once I pay the fee?
Not fully. The policy says every admission is provisional, and documents are verified by your college. An admission can be cancelled at any stage of MBBS or BDS if you were not entitled, are found medically unfit, or any document turns out to be false.
What happens if I miss the first weeks of classes?
A first-year student who is continuously absent from the beginning of the session for four weeks without a valid reason is struck off the college roll, and the seat goes to the next candidate on the waiting list.
What does the father's undertaking say?
Your father or guardian endorses your undertaking, accepts liability to pay Rs 1,00,000 per year of study if it is breached, and promises you will not take part in politics or join any political party or students' federation. It is attested by a Deputy Commissioner or First Class Magistrate.
Can I get my fee back if I leave my KMU college?
No, in most cases. Fees are not refunded if you are expelled, removed from the roll, willingly discontinue, leave for another province or country, or are found with forged documents. Only a mid-session migration brings a proportionate refund, and an upgrade during the merit lists moves your fee to the new college.
Can I leave my KP college for another province after joining?
Only if you apply before the closing date of admission in your admission year. Your fee is not refunded, any scholarship is recovered and the financial penalty in your undertaking is enforced.
Can the college expel me without a notice?
If wrong data was given at admission that made you ineligible, the policy lets the Principal remove you from the roll at any time, and says no show-cause notice is needed.
When can I migrate to another college?
Only after passing the 2nd Professional exam in MBBS or the 1st Professional exam in BDS, and only into a vacant seat of the same category you were admitted in.
Can my fee go up during the degree?
Yes. The yearly fee already rises in the policy's tables, and the policy says a revised fee structure can apply to all students from time to time.
