Before you think about merit lists, closing merit or which college to put first, one question matters more than all of them: are you eligible to apply at all? Every year some students with good MDCAT scores find out too late that their FSc percentage, their subjects, their domicile or a missing equivalence certificate rules them out of Khyber Pakhtunkhwa's public medical and dental colleges.
This guide puts every eligibility rule in one place. It is based on KMU's latest admission policy for public sector medical and dental colleges, published on the KMU admission portal, and on the Pakistan Medical and Dental Council's (PM&DC's) admission regulations, which KMU's policy follows. Where a rule decides whether you can apply, we quote it word for word.
The short answer: to apply to KMU's public colleges you need at least 60% marks in HSSC (FSc pre-medical or an equivalent 12th-grade qualification) with biology, chemistry and either physics or mathematics, and an MDCAT pass of at least 55% for MBBS or 50% for BDS (99 or 90 out of 180). Your MDCAT result is valid for three years and in every province. There is no age limit. For most seats you and your father need a domicile of Khyber Pakhtunkhwa, and if you studied in a foreign system such as O and A levels you need an IBCC equivalence certificate attached before the closing date.

The basic eligibility rule, word for word
KMU's policy opens its eligibility section with this sentence: "Any person seeking admission in any undergraduate medical or dental college in Pakistan shall be eligible having fulfilled the following mandatory criteria". It then lists the criteria. The first two are about your HSSC:
"Obtained a Higher Secondary School Certificate qualification (HSSC) or an equivalent 12th grade qualification recognized in Pakistan and obtained a minimum of sixty percent (60%) marks therein, or a higher percentage as may be notified by the Medical and Dental Council; and
Passed the subjects of biology and chemistry and either physics or mathematics in the examination of the Higher Secondary School Certificate or an equivalent 12th grade qualification recognized in Pakistan"
And the MDCAT requirement:
"Have passed the MDCAT examination conducted by the PM&DC (at least 55% for admission into MBBS and 50% for admission into BDS)."
PM&DC's own admission regulations, published on pmdc.pk, set the same floor: an HSSC or equivalent with at least sixty percent marks "or a higher percentage as may be notified", the "mandatory subjects of biology and chemistry", and the choice of "either physics or mathematics". So these rules apply to every medical and dental college in Pakistan, not only KMU's.
Rule 1: at least 60% in HSSC
The 60% is counted on your full HSSC (FSc) result, on the total printed on your result card. Boards use different totals, so here is what 60% means in marks:
| HSSC total on your card | 60% of it | What it means |
|---|---|---|
| 1,100 | 660 | 660 or more is eligible |
| 1,200 | 720 | 720 or more is eligible |
Two details matter:
- "Or a higher percentage as may be notified". PM&DC can raise the minimum. If it does, the higher figure applies, so check the current notice before you apply.
- Revised results. The policy treats the documents you upload as final. A revised result or improved marks that your board or IBCC declares after the closing date is not counted. Our guide to KMU rules for improvers and repeaters explains this in detail.
Rule 2: the right subjects
You must have passed biology and chemistry, plus either physics or mathematics, at HSSC level. A normal FSc pre-medical (biology, chemistry, physics) meets this. A student without biology or chemistry at HSSC level is not eligible, however high the marks.
The special rule for the 2021 HSSC batch
KMU's policy has one note for a specific group of students, following a Peshawar High Court judgment:
"Note: Only elective science subject's marks shall be used for calculation of merit of those candidates who have passed Higher Secondary School Certificate qualification (HSSC) in 2021 as per Peshawar High Court, Peshawar judgment through W.P # 6015/P/2023 […]. However, if the candidate has subsequently attempted/improved marks, his/her revised result (total marks) shall be considered for calculation of merit."
In plain words: if you passed HSSC in 2021, KMU calculates your merit from your elective science subjects only. If you later improved your marks, your revised total is used instead. This note applies only to that batch; everyone else is calculated on their normal HSSC total.
Rule 3: pass the MDCAT
The MDCAT is conducted by PM&DC. Its current paper has 180 MCQs. The policy's minimums, in marks:

| Programme | Minimum MDCAT | Out of 180 |
|---|---|---|
| MBBS | 55% | 99 marks |
| BDS | 50% | 90 marks |
Passing is only the entry ticket. Public college seats close far higher than 55%, so you need a strong score to win a seat. Our guide to MDCAT passing marks explains the difference between passing and getting in, and the KMU closing merit page shows how high each college closed last time.
Your MDCAT result is valid for three years
The policy says: "MDCAT result of one province shall be valid for the entire country and shall be valid for a period of three years." Two things follow:
- An MDCAT taken in Punjab, Sindh, Balochistan or Islamabad counts for KMU, and a KP MDCAT counts elsewhere.
- If you are deciding whether to sit the MDCAT again, an older result stays usable for three years. Check KMU's notice for the exact MDCAT sessions it accepts in a given admission round.
Rule 4: no age limit
The policy is direct: "There is no lower or upper age limit for admission in public sector Medical/Dental colleges of Khyber Pakhtunkhwa." Age only matters in a tie. If two candidates have the same merit, "the older in age candidate will be preferred over younger one".
Rule 5: the domicile for your seat category
Your marks make you eligible for KMU in general. Your domicile decides which seats you can apply for. For most categories the policy checks your father's domicile as well as yours. For KP provincial seats it says:
"his/her father must be Bonafide national of Pakistan with a valid domicile of Khyber Pakhtunkhwa, and if father is not alive then the mother valid domicile of Khyber Pakhtunkhwa will be considered."

| Seat category | Domicile needed (you and your father) |
|---|---|
| Open merit | Khyber Pakhtunkhwa, including the backward areas |
| General self-finance (GSF) | KP, including the backward areas and the Merged Districts |
| Backward area seats | That particular backward area |
| Merged Districts seats | Merged Districts, with the date of issue and serial number shown |
| Minority and special-ability seats | KP or the Merged Districts |
| Overseas Pakistanis (OPF) | KP or the Merged Districts |
| Foreign self-finance (FSF) | KP, plus foreign nationality or permanent residence abroad |
| Afghan national seats | Afghan nationality of you and your father (no domicile) |
| AJK and Gilgit-Baltistan seats | Your own region's domicile, through its nomination authority |
If your father has died, every category above accepts your mother's valid domicile with his death certificate. For backward area seats, the policy also asks for proof of separation where parents are separated. Each category's full rules are in our guide to every KMU quota and reserved seat, and if you qualify for more than one, read which KMU seat category to take.
Rule 6: IBCC equivalence for foreign qualifications
If your Matric or FSc is not from a Pakistani board, for example O and A levels, an American high school diploma or a Gulf or Afghan certificate, you need an equivalence certificate from the Inter Board Committee of Chairmen (IBCC). The policy says:
"The equivalence certificate must be attached with the application form before the closing date. Confirmation of candidate's admission will be subject to production of attested photocopy of equivalence certificate issued by the IBCC Islamabad. The candidate has obtained marks equivalent to unadjusted 60% of FSc total marks according to the formula laid down by the IBCC, Islamabad."
"The equivalence certificates of such candidates will not be accepted if he/she has not studied and passed the subjects of Physics/Maths, Chemistry and Biology in his/her 9th, 10th, 11thand 12th Grade / O & A levels or other equivalent examination recognized by the IBCC. He/She must have passed English as a subject at O or A level."
The general notes add that "it shall be the responsibility of the candidates to settle their cases with Inter Board Committee of Chairmen (IBCC), Islamabad (IBCC) and should get clearance certificate from IBCC, Islamabad". O and A level students have extra details to get right, so we have a full guide: KMU admission for O and A level students.
Check yourself in one minute

- HSSC: is your HSSC or equivalent at least 60%? If not, you cannot apply in this admission round.
- Subjects: did you pass biology, chemistry, and physics or mathematics? If not, you cannot apply.
- MDCAT: do you have at least 55% (MBBS) or 50% (BDS), from an MDCAT taken within the last three years? If not, you need to take the MDCAT.
- Foreign system? If your Matric or FSc is foreign, is your IBCC equivalence ready, issued and attached before the closing date?
- Domicile: do you and your father hold the domicile your seat category needs?
If every answer is yes, you are eligible. Apply on cas.kmu.edu.pk in every category you qualify for and list every college you would accept. The KMU documents checklist tells you what to upload.
One exception: foreign students on federal programme seats
KMU's policy has one narrow exception to these rules. It applies only to foreign students on special seats under Federal Government programmes and bilateral agreements:
- The general notes say that such students "who have not taken the MDCAT exam may be admitted over and above the allocated seats", up to five percent of a college's allocated seats, if they "qualify SAT-II with minimum score of 550 in each subject or a foreign MCAT examination or UCAT examination with 50% marks in the subject".
- The eligibility section says the mandatory requirements "shall not apply" to these students, but adds: "Such students shall also not be entitled to apply for a Full License to practice in Pakistan after having obtained their degree and will have to apply as foreign graduate's subject to applicable licensing pathways."
This does not apply to Pakistani students. PM&DC's regulations also list seats reserved for overseas Pakistanis among those that do not need the MDCAT, but KMU's own policy for its OPF seats asks for an MDCAT pass of 55% (MBBS) or 50% (BDS), so overseas Pakistani candidates applying to KMU should plan to take the MDCAT. See our guides to KMU OPF seats and KMU PTAP seats.
Eligible? Here is how merit is calculated
Meeting the minimums puts you on the list; your aggregate decides where you stand. KMU uses PM&DC's weightage:
| Part | Weight |
|---|---|
| SSC (Matric) or equivalent | 10% |
| HSSC (FSc) or equivalent | 40% |
| MDCAT | 50% |
The final figure is calculated to five decimal places. Work out your own with our aggregate calculator, read the MDCAT aggregate formula guide, and see how the lists move in how KMU merit lists and upgrades work.
Mistakes that make students ineligible
- Applying with an FSc result just under 60%. The 60% is a minimum: 659 out of 1,100 is 59.9%, which is below the line.
- Waiting for a revised result. A revised or improved result declared after the closing date is not counted.
- Missing the father's domicile. For most seats your domicile alone is not enough.
- Getting IBCC equivalence late. It must be attached before the closing date, and certificates issued after that date are not considered.
- Assuming a passing MDCAT is enough for a seat. It makes you eligible; merit decides the seat.
- Applying for MBBS only. Medical and dental are separate applications. If you would accept BDS, its MDCAT minimum is lower (50%), so apply for it too. See our KMU BDS admission guide.
Frequently asked questions
What is the minimum FSc percentage for KMU MBBS admission?
At least 60% in HSSC (FSc pre-medical) or an equivalent 12th-grade qualification, or a higher percentage if PM&DC notifies one. On a total of 1,100 that is 660 marks.
What are the minimum MDCAT marks for KMU colleges?
55% for MBBS and 50% for BDS. On the 180-mark MDCAT, that is 99 marks for MBBS and 90 for BDS. These are only minimums; public seats close much higher.
Is there an age limit for MBBS admission in KP public colleges?
No. KMU's policy says there is no lower or upper age limit. Age is only used to break a tie: the older candidate is placed higher.
Can I use my MDCAT from last year or from another province?
Yes. KMU's policy says an MDCAT result from any province is valid for the entire country for three years. Check KMU's admission notice for the MDCAT sessions it accepts in that round.
Can I apply with mathematics instead of physics?
The policy requires biology and chemistry plus either physics or mathematics, so mathematics in place of physics meets the subject rule. Biology and chemistry cannot be replaced.
Do I need my father's domicile?
For most categories, yes: open merit, self-finance, backward area, Merged Districts, minority, special-ability and OPF seats check the father's domicile too. If your father has died, your mother's domicile with his death certificate is accepted.
I passed HSSC in 2021. How will KMU calculate my merit?
Under the Peshawar High Court judgment quoted in KMU's policy, only your elective science subjects' marks are used for that batch. If you later improved your marks, your revised total is used.
Do O and A level students need anything extra?
Yes: an IBCC equivalence certificate attached before the closing date, physics or maths, chemistry and biology studied through Grades 9 to 12 (O and A levels), and English passed at O or A level. Read our O and A level guide.
